Release If No Pardon

Those in The Afterlife are still euphoric. After Their long struggle Their final victory against Al Gore has left Them kind of disoriented and wondering what They should do next. But one thing that has really disturbed Them is Their inability to reach President Elect Bush, and to get him to make some conciliation that would allow Lord Peter to grant amnesty to Those being held outside of The Kingdom Of God because of Its war with The United States. Those in The Afterlife want so much for Their Loved Ones to be able to spend Christmas with Them. They have begged Lord Peter for some concession, but no one has been able to come up with anything of importance enough to The Kingdom Of God other than the ending of The Mid East Peace Process.
It was former President Kennedy that came up with a proposal that Peter could find acceptable. "What," he asked, "if President Elect Bush promised not to give President Clinton any pardon, to let the legal processes in the cases pending against him, to go forward, and follow their natural course as they would do with any other American citizen? That The President Elect would not interfere, in any way, even if the courts decided Clinton was guilty, and should even do prison time. Would this not be a gesture important enough to The Kingdom Of God to be worthy of showing some appreciation, to prove to the world that an American President is not above the law, that even he will be held accountable for misdeeds, not simply pardoned by the next President coming in for the sake of unity?"
Lord Peter pondered this for several moments, and then nodded his head in agreement. "Yes!" he said, "Yes! This WOULD be an acceptable gesture of cooperation, something that I could justify. Be it so! If The President Elect will make this announcement before Christmas Eve, as a gesture of good will to The Kingdom Of God for helping him win the election, I will, indeed, release all held because of the war between us, and hold no more until New Year's Day. This is, indeed, an acceptable proposal!"
Everyone in The Kingdom Of God is extremely pleased. The only problem is, how do we get Lord Peter's proposal to The President Elect? Anybody got any ideas?
