125 Now some time after this, a group of Village Elders came to The

good care of their patients, but they are very lax with their security.
They let the patients run around freely, and they wander off, causing
problems around the village.
126 Three times one of the patients has set fires in the village. We
have complained about this, but the director of the hospital simply
says that they thought the person was cured, and had enough control to
be allowed freedom of the grounds, He refuses to put up fences, saying
he does not want his patients feeling as if they're caged in."
127 Gray Boar shook his head. "Where is this man?" he demanded.
128 A short, fat little man stepped forward. "I am the Director of the
hospital," he announced.
129 "Surely," argued Gray Boar, "you must realize that if a man sets
one fire, he must be kept watched. If he sets two fires, he
must be locked away!"
130 "If a person does not feel he's trusted," insisted the Director of
the hospital, "he does not get better. Keeping them locked up only
makes them worse. We thought we had reached this man, and solved his
problems. But he has deceived us several times!"
131 "He should NOT have deceived you more than once!" snapped Gray
Boar. "Your carelessness is unbearable! I am ordering your license to
practice withdrawn.
132 Your hospital will pay every cent of these people's damages. A
fence will be put up around your hospital, and you will hire Guards
