51 In places where the two are mixed let all be covered; in places where those who would be bare would live, let them be bare and warn others that if they do not wish to see stay away. But never let those who would be bare be made fun of, or embarrassed, or abused by those who would not."
52 Gray Boar sighed. "Then you have told me what I must do."
53 "I have not TOLD you," argued the Teacher, "I have suggested. It is your decision. YOU must say. You are Our Voice, you are The One Through Whom Our Children Hear Us. You must decide whether our people are ready to understand what we are telling you."
54 The next morning Gray Boar awoke and summoned Shining Serpent and those who had accused him. "I have decided!" he announced, "That decision will please some, and offend others. But The Lords have spoken to my heart, and told me what must be done. Shining Serpent's Society can continue to exist, but there are conditions.
55 In public areas they must always stay dressed, and they must close off their villages, post signs that they are nudists and restrict travel through them. Where there are major roads, they must either put up fences, or, have their people dress where they might be seen from these roads.
56 No one is to ever harass the nudists, or in any way shame them. To do so, will be a violation of The Law, punishable by five years in punishment.
With the permission of the nudists, people that dress may be allowed in their areas if they are not embarrassed by the bareness of others.
57 But the nudists are NOT to be bare outside of their own areas, so that those that are ashamed of the lack of clothes will not be offended.
