45  The poor were well taken care of.  The hospital was excellent!  Crime was VERY low.  There were some drugs in the city, but there was not the open traffic he had seen other places. But The Voice in a way, was disturbed.
    46  Gray Boar balanced his Circle with the mates of his workers.  Except for Sweet Blossom Serpent and Yellow Blossom Toad, he found no women in the city that served in any high posts.  He mentioned this to Gray Boar.
    47  "Lord," The Speaker explained, "you have discovered our shame. Many of the women of our city, though believers in The Lords, shun Their Work. As much as I have tried, I have not been able to encourage them to do The Lords Service.
    48  They are good women, Lord, they tend their houses, do good works, but in other ways they will not serve.  Even my own mates, blessings that they are, find it a drudgery to sit in a Circle, though they do so willingly."
    49  Now, this greatly troubled The Voice, but as he walked the city he found it calm.  The Power of Spirit was balanced in it, everywhere.  There was no sign, not a glimmer of another worker.
    50  He returned wearily to his room.  To his surprise he found  Yellow Blossom sitting on his bed with a writing board, reading some letters.  "These came for you," she explained.  "I suspected what they were about, and opened them. You're right, you know!  We've got a problem.  The engineer wrote to the cities, all right, requesting workers at twenty-five coppers a week, but he sat limits on how many workers from each city, far less than he needed, so he would have to bring in foreign workers.
    51  Every city has more workers available who would gladly come and listen to what my people report.  Very few of the foreign workers are getting a full twenty-five coppers. Some are getting twenty or even fifteen a week.
    52  Those who are getting twenty-five are only getting one meal a day, and are not being provided lodgings.  Those that ARE getting two meals a day, complain that the food is very poor.
    53  And those that do have lodgings complain their mattresses are falling apart, they have no blankets, and that the quarters are infested with rats.
    54  I had a friend of mine, an accountant, figure how much is supposed to be spent each week.  Then we took a wild guess at what is actually being spent.  Take a look at the difference!"
    55  The Voice had suspected fraud, but nothing on THIS scale!  He picked up the papers and rolled them up.
    56  "I should tell you," warned Yellow Blossom, "Gray Boar and the engineer are old friends. This is going to hit him hard.  Do you want me to come along?"
    57  "No," answered The Voice, "you've done an excellent job.  By the way, how did you get in my room?"
    58  "It's easy," the woman smiled, "I just told The First Speaker's mate I was spending the night, and came to drop off some things!"
    59  The Voice noticed a woman's dressing gown hanging by his robes and some other clothes placed neatly on the shelves.  He shook his head, turned, and headed out the door. "See you at supper!" he commented over his shoulder.
    60  Gray Boar was in his office. He looked up and smiled when The Voice entered, but when The Voice laid the papers on his desk, he looked surprised.
    61  As he read the papers, his expression went through various stages...first surprise, then bewilderment, shock, then utter disbelief.
    62  He sat the papers down and pulled Swift Goat's cord.  The Warlock was in the office in a moment.  "Send messages," he ordered, "to all your Warlocks.  I want every foreman on the project arrested, every engineer.  You, yourself bring in the chief engineer. I want them all in my Judgment Hall tomorrow morning.
    63  Get the warrants written up.  I'll sign them.  Seize all records from everything- the payrolls, food purchases, distribution, everything!"
    64  The Warlock nodded, and disappeared.  "If he's been doing this for over three years," Gray Boar said, "right under our noses, it's unforgivable!"
    65  "Others had to be involved," The Voice explained, "he could not have done it all himself.  You couldn't spend all that money in ten lifetimes!"
    66  "Well, we'll find it all out in the morning," sighed Gray Boar.
