ARTICLE 1- No race shall be approached to be a member of this community that does not possess the ability of interstellar travel, or had once possessed this ability and for their own reasons forsaken it. Those belonging to this Community must be able to take part in its affairs, either by being able to travel within this Community or to be able to communicate with the members of this community.
ARTICLE 2- No race applying for membership to this Community may espouse the doctrine that they are The Supreme Beings of the universe, the rightful rulers of all.
ARTICLE 3- No member of this Community shall keep any other people subject by force of arms, economic subversion, or religious impersonation. All peoples living within the confines of this Galactic Community shall do so by their own free will and not at the whim of some who choose to call themselves masters.
ARTICLE 4- Any race joining this Galactic Community shall allow their peoples full and complete freedom of speech. There shall be;
1. The right of free press
2. The right of peaceful public assembly to protest.
Any that forbids these principles among their people may not be a member of this Community. The only exceptions to these principles is the revealing of information that might be of benefit to an enemy in times of hostility.
ARTICLE 5- Knowledge shall be made available to all members of this Community. No people shall keep their subjects ignorant by denying them access to knowledge. Each race of this Community shall provide their peoples with libraries and schools that shall make available to the individuals of that world all knowledge that their particular species possesses. Any race that tries to keep knowledge the private property of the rich or the religious elite shall not be permitted membership in this Community.
ARTICLE 6- Trade. No member of this Community shall give unto any other member of this Community technical equipment more powerful than what they, themselves, have already developed. Each race shall use its own type of propulsion, weapons, etc. Other races may manufacture for their neighbors goods their neighbors have already developed, but they shall not sell to them devices they are not yet ready to deal with. This is to protect individual races from acquiring knowledge they are not ready to deal with, or, might not be compatible with their existing technologies, and do them irreversible harm.
ARTICLE 7- Any race accepting membership with the Community must have a fair and impartial judicial system in that
1. An accused person shall have the right to present evidence in their defense, and, that if they wish they shall be allowed representation by one skilled in the practices of judicial procedure. Any race joining this Galactic Community will permit the monitoring of their judicial system and permit any individual that feels they have not been treated justly to appeal to this tribunal of this Community before any action against their existence is taken.
ARTICLE 8- No peoples who are members of this Community shall restrict the travel of members of their society within this Community. No permits or passes shall be required for any person to leave the world of their origin and travel elsewhere. Any society requiring such permission to travel will not be allowed membership in this Community
ARTICLE 9- Each society within this Community will provide vessels and manpower for the joint protection of this Community's boundaries and to enforce the doctrines of this Community. Each group also pledges to come to the assistance of any other member of this Community, should they be unjustly attacked by any other member of this Community, or, outside forces.
ARTICLE 10- No military forces of this Community shall be used at any time to restrict the religious practices of any members of this Community except in the case where it is found that some members of this Community are engaged in the practice of ritual sacrifice. Only then shall the military forces of this Community be used to bring these individuals to the custody of their local officials who shall then be responsible for dispensing what punishment they see fit.
ARTICLE 11- This Community reserves the right to intercede on behalf of the majority of the people if any minority tries to seize power and enforce their particular doctrines on the majority this Community will in such situations seize said minority and return rule to the majority. Any persons joining this Community must join with an understanding that this Community reserves this right
ARTICLE 12- Any peoples joining this Community MUST accept this Community's doctrine of non-interference with developing races in that;
1. They shall have no open contact with any such races. They shall give them no philosophical advice, technical advice, or, militarial advice. Any members of this Community violating this doctrine may have their privilege of interstellar travel revoked, and be quarantined to their world of origin. Shall it become necessary the members of this Community do hereby agree to provide military forces for the protection of developing worlds against those who would, for their own purposes subject them.
