42 In all of North's systems the people left their work and took to the streets. Even among The Hashons there was anger, especially after the ful1 details of the incident were released. Only North's appearance in a public broadcast requesting that the people return to their work, and that everyone's support for The Republic continue, restored order.
43 Twice Morn asked his old friend for permisslon to visit him...twice, North refused. North waived trial. "I am guilty as charged " he admitted, "but feel myself justified in my acts. If The Council finds I should be punished, let them do as they will."
44 The Council met in emergency session and Morn spoke again, for his friend. "We must remember" he began, "that up until a short time ago General North was a Haven Commander, with almost absolute power. His orders and actions were unquestionable. It is hard for him to adjust, to the idea that he must be responsible now, to a civilian government. This must be taken deeply into consideration. A1so, he has made the claim of justification, which we a1so, must take seriously.
45 There is no question he broke the word of this Body, and seized a system from the Government that we recognized and swore friendship to. But at the time we made that declaration, we did not know the severity under which that Government was ruling its people.
46 True, the other systems and The Peepians have withdrawn their Representatives, fearing a similar fate themselves. But I know those who have formed the second rebellion, and I am sure in a short time we can reestablish relationships. They were on the verge of fully joining The Republic anyway. As for The Peepians, I'm sure they, too, will shortly return.
