man nodded. "Yes, Lord," he admitted, with a sigh,
"there is such a Law. But we have not disobeyed it. The pipes run by
the man's house. The service is available to him. He should pay his
share of its cost."
111 "I disagree," announced Shy Fox. "You have cheated this man. You
charge him for service he does not receive. Simply because the pipes
are on his property does not mean he has to pay for the service. He has
to actually USE it."
112 The spokesman of the group came forward, and began to whisper.
"Lord, if everyone in the village does not pay for the service, the
cost will be too high for those that do. Wouldn't it be fairer to make
everyone pay, and keep the cost down?"
113 "In other words," said Shy Fox, "you want him to pay someone else's
share. NO! I think you may have honestly misunderstood. Therefore, I
would not charge you. But I will seize the property of those involved,
to pay back this man and any others who were made to pay, but did not
receive the service. Once they are paid back, your properties will be
returned. It is not a permanent seizure. I will send out a warning to
all other villages and cities that such an idea is illegal, and not to
be even considered. You may go."
