Section 7

The First Speaker shall have the right to negotiate all treaties with foreign nations. No head of any state or, The Dragon of any state, shall negotiate any treaties on behalf of the nation. Or, no individual citizen shall negotiate treaties on behalf of the nation. The Dragon by a 2/3rd's vote, shall have the right to overturn any treaty The Fist Speaker has made, if they think it is not in the people's interest, and instruct him to renegotiate the treaty. However, no representative themselves, without The First Speaker's consent, shall negotiate any treaties. There shall be severe penalties in The Book Of General Statutes for any individuals that try to negotiate treaties without The First Speaker's consent.

Section 8

The First Speaker shall have the authority to appoint ambassadors to represent The Republic and see to The Republic citizens' needs in other nations. The Dragon shall approve of these appointments by a 51% or better majority vote. The First Speaker shall also have the right to appoint ten Law Speakers who shall meet each year at the nation's capitol and hear appeals from citizens who believe they have been wrongly judged and wish to have those judgments reversed. These judges shall be the last court of appeal. If they should refuse to hear any case, whatever judgment was originally made shall stand. The Dragon shall approve any judge appointed by a 51% or better vote

Section 9

Each year The First Speaker shall call together The Dragon and come before them and tell them the state of the nation, how well it is doing and present any problems that the people are facing to The Dragon for them to find solutions. The First Speaker may also send a petition to The Dragon at any time stating a problem that the nation is facing, suggesting a solution, and have The Dragon approve that solution or, have them vote on another solution that they'd better favor. If The First Speaker disapproves of this solution he may veto it, and The Dragon would have to have a 2/3rd's vote to overturn that veto.
