Section 7

No state shall put upon the goods of any other state taxes or duties. Goods may move freely from state to state. Nor may any state bar the citizens of any other state from residing in their state or traveling through their state. If any person stays in a state more than six months they must register as citizens of that state and obtain from that state all licenses required to carry on business in that state, to drive vehicles and such. The national government shall not require that citizens have a national drivers' license or, a natoinal I.D.. That shall be the requirement of each state. And that identification shall be recognized by all states of The Republic. The right to freely travel shall not be inhibited by any part of The Republic except in those situations where citizens are required not to enter military controlled sectors for the sake of their safety.

Section 8

It shall be the responsibility of The National Dragon to monitor all persons representing the people in the nation. If they should find that any person is violating the law The National Dragon, through its operatives controlled by The First Guardian, shall have the right to remove those people pending trial for their offenses, and appoint temporary replacements until the next elections. The Dragon shall have the right even to remove The National Speaker from his post if he is acting in violation of the law and if need be try him and permanently remove him from power, turning him over to civil authorities for legal judgments on the crimes that he has committed. These crimes should be major offenses, embezzeling public funds, receiving bribes for appointments, receiving bribes for the issuing of pardons. In some cases if minor offenses are repeatedly committed that are in direct violation of the law, The Dragon can remove a Speaker and have him held for civil judgment, except in the case where a Speaker resigns of his own accord and calls for new elections. Should a Speaker be removed from office The First Guardian shall take his place until the next elections, provided that he or she also has not been involved in any crimes. If this should be the case, then The Dragon would vote a temporary replacement into office until such time as elections could be held. It is the duty both of The First Speaker and, The Dragon to see that the laws of the land are upheld according to the general statutes.

Section 9

Should a First Speaker become incapacitated or die unexpectedly, it shall be the responsibility of The Dragon to appoint The First Guardian as temporary First Speaker until elections can be held. And The Speaker of The Dragon should take on the responsibilities of The First Guardian.

Section 10

It shall be the responsibility of The Dragon to see to it that elections are held every five years for the city, district, state, and national governments. Each election shall be in a separate year. The city elections one year, the district elections the following year, the year after that the state, and then the national. No elections shall be held together, so that all candidates for their particular office will have an opportunity to be heard by the people, and not be overshadowed by people running for office at a higher level, and so that individuals running for a higher office will not bring others into office with him, so that the people will be clearly voting for the individuals for a particular position, and not simply voting for someone because he is on the ballot with another candidate.

All elections shall be carried out on paper ballots. If electronic equipment is used, it must produce a paper readout that a voter may examine to be sure that his or her vote has been cast for the person they intended, and not someone else. These paper copies are to be put in a secure box and in the event of a recount examined to see if they match the electronic tally. No votes are to be counted by electronic tally alone! And no voting may be done by electronic means from one's home or place of business. All persons must go to the designated voting place and cast their vote.

There shall be severe penalties for any individuals that interfere with any citizens attempting to vote. And there shall also be severe penalties for any individuals producing fraudulant votes, to put a candidate they favor in office. These penalties shall be laid out in the general statutes.
