Article 19; The National Church
A.
When any nation has five or more state churches, they may have a
national organization if they meet the following requirements;
1. They must select a town in their nation and buy there
housing for the national Speaker, national secretary, national
Guardian, and national treasurer, and office space either in one
building or a group of buildings in close proximity to one
another.
2. Any person seeking elected office in the national, must be
willing to move to these quarters and stay there for the term of
their office if elected.
3. All national officials shall be elected to terms of five
years, except for the national Speaker who shall be elected for
an indefinite term as is a state and local Speaker.
Article 20; National Speaker
A.
1. The National Speaker has the same responsibilities as the
state Speaker. He can remove for improper conduct, any member of
any state organization or local church for misuse of their
office, and appoint replacements for state officials until the
next elections can be held. He may also remove or alter the
status of any worker's certificate.
2. A person must have five years' experience as a local church
Speaker and five years experience as a state church's Speaker to
run for this office.
3. The national Speaker also has the ability of issuing all
charters and certificates.
4. In the event of the removal of the national Speaker from
office, or their resignation, the eldest national judge shall
serve as temporary Speaker until elections can be carried out.
Article 21; National Guardian Officer
A.
1. The duty of the national Guardian officer is to assist the
national Speaker in keeping the order in the churches.
2. They are to receive the complaints and investigate any local
official or state official accused of misconduct.
3. It is also their duty to see to the safety of the national
Speaker and all church property and members.
B.
1. All Guardian Officers are elected for a term of five years.
They must have at least five years' experience as a Guardian in a
local church, and five years' experience as Guardian in a state
church.
Article 22: National Secretary
A.
Each secretary shall be elected for a term of five years. They
must have at least five years experience as secretary in a local
church, and five years in a state church as secretary. Their
responsibilities are;
1. To assist the national Speaker in all correspondence
pertaining to their office.
2. To keep accurate records of all national meetings and
functions.
3. To see to the care of all national documents.
4. To grade and handle all correspondence courses.
Article 23; National Treasurer
A.
Each national treasurer is elected to a five year term. They must
have at least five years' experience as treasurer in a local
church, and five years as Treasurer in a state church.
1. It is their responsibility to see that each church pays its
proper percentage to the national organization and its depositing
to its proper accounts.
2. To keep accurate books on all national funds.
3. It is also their responsibility to assist the national
Guardian in the investigation of any misuse of funds by any
church, state, or local. They have the authority to audit any of
these churchs' books on the request of the national Speaker.
Article 24; National Judges
A.
1. It shall be the responsibility of each national Speaker to
appoint ten judges whose responsibilities are to review any
appeals of the church members who have undergone trial in the
state church, to make sure that the rules of the church have not
been violated in their case. If they feel any member has not been
treated justly, they may order a new trial in their behalf.
B.
1. They must be Speakers or teachers holding class A
certificates, and having experience of at least five years as
being Judges in a state church.
Article 25; National Representatives
A.
Each state church shall elect a national representative whose
responsibility it shall be to carry their church's needs and
recommendations to the national Speaker.
1. The representatives must have served at least five years as a
representative in a state church.
2. It shall be the responsibility of the representatives to meet
two times a year to draft projects for the national
organizations, and to present these projects to the national
Speaker, whose responsibility it is to decide if these
suggestions are within the church's laws.
3. If the national Speaker feels that there are sufficient funds
available for the projects, he may approve them.
4. These representatives receive no salary, but each church
should be responsible for their traveling expenses to and from
the meetings.
