CONSTITUTION OF THE SPIRITIST REPUBLIC

PREAMBLE

We the people of The Spiritist Republic, in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty for ourselves and our children, do ordain and establish this Constitution of The Spiritist Republic.

LEGISLATIVE BRANCH

Section 1

All legislative powers herein granted shall be vested in The Dragon Of The Spiritist Republic. When the time for the national elections is at hand the people shall choose by popular vote, two persons from each state to represent them in The National Dragon. These elections shall be held every five years. But no legislator shall serve more than five terms, at which time they should retire and enter into public life.

Section 2

One of these representatives shall be male, the other shall be female.

Section 3

A representative must be at least 21 years of age and should have served at least five years as a state representative before being sent to the national Dragon. In times of emergency if there is no one available old enough, and has not yet served long enough, The National Speaker may grant a waiver allowing an individual younger than normal to serve.

Section 4

All members of the state and national legislators must be either native born citizens, or naturalized citizens who have lived in The Republic for at least five years. If there is a need and a naturalized citizen has not yet been a member of The Republic long enough to serve, The First Speaker may grant a waiver permitting them to serve The Republic.

Section 5

The National Dragon shall have the authority to remedy all disputes between any states. Their authority in the matter of boundaries shall be absolute, and no state authority shall have the right to stand against their decision.

Section 6

Each state shall be required to have a standard militia and armed troops to defend their local area. In addition they shall provide ten per cent of their military forces to the national government. Each state will pay for the maintaining of these forces for the common defense. In times of emergency the national government may be able, with the approval of The Dragon, to call upon the states to provide more troops to fulfill its missions. No troops can be called up for service outside the boundaries of The Republic without the consent of The Dragon. Only The Dragon may declare war on any other nation. If The First Speaker seeks to begin hostilities other than temporary emergency operations, to remove Republic citizens from danger, he must have the express consent of The Dragon.

No state shall put upon its citizens any regulations permitting them from keeping and bearing arms. No state shall require any citizen to register any arms that they possess. In addition to the militia the states should encourage each citizen in its territory to keep arms for the defense of their home and their neighbors in times of emergency. States may require that citizens carrying concealed weapons have a permit for doing so. And cities may require that arms not be carried at public events such as sporting occasions and theatrical performances unless a citizen is acting on behalf of the local Guardian to keep the peace at such functions. The right to keep and bear arms is recognized by The Lords and this right shall not be taken away except in the case where a persn has committed a crime with a weapon such as unjustified assault, or, robbery. In that circumstance only, may an individual be forbidden from possessing arms.
