Executive Branch

Section 1

The executive powers of The Republic shall be vested in a First Speaker, who shall have an open term of office after he has been elected, not to exceed 25 years.

Section 2

The First Speaker shall be elected by majority vote of the citizens of The Republic, and the citizens shall have the right to determine rather or not The First Speaker should remain in office after a term of five years. After that time on the ballot for each state's election at the end of that ballot shall be put the terms "Approve", or "Deny." If The First Speaker receives over 50% of the vote for approval he shall continue in office. If he receives a 50% deny vote he shall state that he will leave office at the end of he next year and be replaced if the people see fit, with a new speaker. But The First Speaker may be allowed to stand for reelection, though others may be able to campaign for the office. If The First Speaker Again receives a majority vote, he may serve an additional five years. This process may be repeated until The First Speaker has served 25 years then he must stand down. No First Speaker may serve over five terms.

Section 3

No person except a native born citizen of The Republic shall serve as First Speaker. No nationalized citizen may hold the office of First Speaker. And The First Speaker must be a member of The Spiritist Faith, accepting fully the principles of this constitution. The First Speaker shall be at least 35 years old and shall have served as a state representative and, a national representative. In some cases if it is felt that an individual who has served only as a state legislator for the appropriate number of years but has not been a national legislator The First Speaker may grant that individual a waiver permitting him or her to run for The Speakership.

Section 4

Should a First Speaker become incapacitated The First Guardian may temporarily perform his or her duties until such time as The First Speaker is recovered. Should The First Speaker die, The First Guardian shall be made First Speaker until such time as the next elections take place and a successor is elected. The First Guardian shall have the right to stand in that election and become the permanent First Speaker.

Section 5

The First Speaker, upon taking office, shall take the following oath before witnesses and with his hand upon The History Of The Lords. "I do solemnly swear that I will, faithfully execute the office of The First Speaker of The Spiritist Republic, and I will, to the best of my ability, preserve, protect, and defend the Constitution of that Republic if need be, to the sacrifice of my mortal existence." No First Speaker may take office without pronouncing this oath.

Section 6

The First Speaker shall be Commander And Chief of all military forces of The Republic that defend the air, the land, and the sea, including all militias of all states in times of emergency. All persons serving in the militaries of The Republic shall be volunteers. The Republic shall never allow the inscription of its troops. All must serve freely and be well paid. In some situations The First Speaker may hire individuals from other countries to serve in The Republic's Forces. But those individuals must receive the exact same pay and benefits as all other members of The Republic's military.

In times of emergency when The Republic should be invaded The First Speaker may call upon all able bodied individuals to take up arms and defend The Republic. But at no time shall individuals that have a religious objection to killing be required to bear arms. But in times of emergencies they should voluntarily serve as medics, cooks, and do other services that do not require that they bear arms.
