Section 21

Though alcoholic beverages are not totally prohibited in The Spiritist Republic, their use is extremely limited. No facilities shall exist purely for the selling of alcoholic beverages, especially distilled liquors. Mild beer and wine may be sold at restaurants with meals. But places that precisely exist for the selling of distilled liquors are unacceptable in a Spiritist state. Distilled liquors may be purchased for use at home but no person may leave their home while under their effects. A person found operating a motor vehicle while under the influence of intoxicating substances shall be punished to the full extent according to the common statutes.

Section 22

As The Republic is a religious state it is the duty of The Dragon to see to it that proper moral behavior is observed by its citizens. That that offends the greatest majority shall be prohibited without taking away the rights of the minority as much as possible, therefore some minimum limits of behavior must be set in the manner of dress, language, and gesture.

Firstly, a minimum must be set on the clothes worn in public. A detailed explanation with illustrations shall be set forth in The Book Of General Statutes. But here it shall be stated that in public both male and female must be covered from just below the neck to two inches below the crotch. These clothes must be loose so they do not cling to the body and fully expose the female figure and they must not be transparent. If they are thin and the female breasts may be easily seen through them the woman shall have to wear an additional garment underneath covering her breasts so they are not exposed. And the same for the crotch in both male and female.

It shall be permitted that nude pictures and sculptures of the male and female body may be displayed in public museums and in adult publications. But these sections of museums shall be cut off from young children. They may be frequented by adults only, individuals over the age of 18. Adult magazines containing nude pictures may be sold only to individuals over 18. And those individuals must show a valid state driver's license or, ID to prove that they are 18. Anyone using a false identification to obtain such material may be punished by the statutes in The Book Of The General Statutes. Individuals that wish to purchase nude images by electronic media or view such material by electronic media must obtain an ID number from their local Guardian service and that number must be used each time they visit a place that provides such material. Any person using a false number or, a stolen number to view adult material shall be punished according to the general statutes.

Absolutely and positively no images of individuals engaged in intimate activity shall be permitted in printed or in electronic media, especially images of individuals of the same gender in sexual activity. The punishment for producing such material and viewing it shall be severe, and laid out in the common statutes. Some adult fillms may be produced showing scenes of intimacy between males and females. But no one under 18 is to be allowed to purchase these films. And no images from these films shall be displayed on electronic media. They may only be produced by means that allows the possessor to view them in the privacy of their own homes. Such films may also be shown in theaters but only individuals over 18 years of age shall be allowed to view them. Any individuals producing pictures of children having intercourse with other children or adults shall be punished most severely of all. And The Republic shall demand that any individuals in any foreign nation producing such images and selling them to citizens in The Republic by any means, whatsoever, shall be deported to The Republic to face punishment for their crimes. And any nation that shall refuse to deport such individuals shall have all diplomatic relations with The Republic ended, and all trade until such time as they agree to surrender these individuals. There is no greater crime than exploiting children for financial benefit, and The Republic will not tolerate it!

Any persons attacking individuals because they follow minimum dress, that insist they cover themselves more, shall be punished to the full extent of the law as laid out in the common statutes. And public dress is just that, what is required in public. How one dresses in their own home on their own property is their decision, as long as they are screened from public view. Any persons that violate another's property to take pictures of them in the manner they choose to dress or, lack thereof, in privacy, shall be severely punished for violating these individuals' privacy. Privacy is a fundamental right of The Republic, and shall not be violated. Also, people may dress less than the minimum in private resorts that are shut off from the public and properly marked to warn others that such circumstances are occuring. Again the privacy of these individuals shall be respected and no one shall venture onto these properties to take pictures of them without their consent.
